This heritage quest is started by inspecting an Ancient Koada`Dal Brooch which is dropped by Aqua Goblin Oracle a Level 30 Heroic Mob at ( Loc = 786, 51, 217 ) in Butcherblock (one of the islands in the bay). It is a level 35 heritage quest with unknown reward at this time. Based on the quest name I'd guess a robe or cloak for the reward.
The first step is to talk to Glavarius Marud who can be found in the Kelethin Treehouse Village at ( Loc = 291, 109, 93.) He sends you find the Circle of Unseen Hand.
I Spoke to a former oracle of the High Elves, Glavarius Marud. He said it is the crest of a rival family and another former oracle, Parathanellis K'Aronon and was once a part of the Robe of the Oracle.
Glavarius Marud mentioned that the Circle of the Unseen Hand may have information about Vilnius the Small. If I could meet up with the Circle of the Unseen Hand I could ask them about the robe, but how would I do that? and where can I find them?
You can find the Circle of the Unseen Hand in the Down Below, Qeynos' Sewer system, once you get down there head for Crows Resting Place, Thieves Guild. (Loc = -143.50, 0.91, -72.13) once at the the location press the coin to the statues palm to gain entry.
Once you are in Crows Resting Place head around the back to talk to Fippy Darkpaw, the 4th (Loc = 1.42, 1.17, 8.17) he talks about how you stink and then you ask him about Vilnius the Small and he tells you to go away because you are interupting his card game.
Time to get yourself in the game, head back out to the front room and pick the card up off the table (Loc = -9.11, 0.52, 1.62) to recieve a king's field ace.
After you get a king's field ace, go back to Fippy Darkpaw, the 4th and then talk to him again this time "Slip him the Ace" the he will win the game of cards and talk to you about Vilnius the Small.
Fippy Darkpaw, the 4th told you that the robe was part of a side job Vilnius the Small was performing. The robe was on it's way to a castle in the northern part of Nektulos Forest. The Castle may hold the next clue you should check it out.
Head to Nektrops Castle, once there you might have to do the Access quest to gain entry to the Basement once in the basement head to the location provided (Loc = -41.61, -13.38, -57.62) the you will find an empty crate note read it to find out more about the robes whereabouts.
You find out that the robes were stolen from Rikantus by the Ebon Mask of Nerriak. Head to Fallen Gate to check the area for information about the Ebon Mask of Nerriak. Once there head down to the Third Gate where you will find Tessa's Apprecation Note, Tessa's Note on the War, and Tessa's Contingency Plan (Loc = 166.94,18.51, -83.09). In Tessa's Notes she discribes the events of the invasion of Faydwer and tells Zannas if anything goes wrong she will meet him at the Home of the Queen their Fallback Location.
The Fallback Location is located in Butcherblock Mountains near the Chess Board (Loc = -787.61, 101.31, -16.06) upon harvesting the Loose Stone Four (4) Triggerered Guardians will spawn kill them and then read Tessa's Hidden Notes for Zannas, after you read the note it tells of her using gems to convey a message via Aquagoblin, It's a long shot but maybe you can find one of the gems.
Head out to the Butcherblock Bay of the Butcherblock Mountains and Slaughter Aquagoblins till you get and update. Once you recieve the Old Teir'Dal Gemcron, read it to gain more information. Once you read it you find that Tessa N'Mare might be somewhere in Crushbone Keep head there to discover her whereabouts.
Head to the caves on the right side of Crushbone Keep in Greater Faydark when facing the three caves you want to go into the one on the right. The head all the way back to the far end where you will find a punished magi apprentice. Talk to him and he will tell you about an old inky hag that punished himfor scorching her precious robe. He won't tell you anything else to your prove yourself because he thinks you are a spy sent by the Old Inky Hag. To Prove yourself you need to collect a four (4) of the cleric of Hate Helms from inside Crushbone Keep. You can find these in the Emperors Chambers (Loc = -7.81, 22.66, 37.21) on the top floor and the Royal Guard Post (Loc = -60.95, 24.71, -29.48) The Clerics of Hate are random spawns so clear the rooms to get them to spawn. After you get all four crowns head back to a punished magi apprentice.
The punished magi apprentice told me his trainer was an old dark elf woman by the name of Oracle N'Mare. This sounds like I found Tessa and she may still have the Robe of the Oracle.
Tessa N'Mare seems to be well established at Crushbone Keep. Thepunished magi apprentice in the mines mentions that she can be found in a chamber within the D'Vinnian Throne Room section of the Crushbone Keep.
If I want the Robe of the Oracles and to end Tessa's training of the orcs I should seek her out in the D'Vinnian Throne Room section of Crushbone Keep.
Once you get into the D'Vinnian Throne Room, you need to fight your way down killing the senties as they carry keys to the doors to get farther in the zone. Oracle N'Mare is located behind a wall after the second unlockable door and in the Galdiator Training Hall (Loc = -82.75, -9.87, -178.57) Kill her for your update.
